Depressed na tatay took his 3 kids as hostage sa Tondo Manila.

(Mario had only a knife with him. One of his children managed to escape but not before he stabbed him in the arm),” PO3 Christopher Pascual of the Manila Police District said.

Pascual said Cruz and the children were taken to the Metropolitan Hospital. He said the children were aged 15, 13, and 11.

The dzBB report said a Special Weapons and Tactics (SWAT) team rushed inside Cruz’s house after deciding that it would be more dangerous if they allowed the hostage situation to last into the night.

Relatives of Cruz said he likely snapped when his wife working in the United States refused to talk to him on the phone.

Pag ganyan nagwawala na siya, gumagamit (He would not do that. He’s a very kind dad. It was just that he was depressed. His wife would not talk to him maybe because she had much work. When that happens, he snaps and uses drugs),” she said

http://tondo-balita.blogspot.com/2008/11/asuncion-market-closure-ordered-by.html

The city government of Manila, through chief of staff Ric de Guzman, has ordered the closure of a private market which has been operating in violation of city regulations.

Tasked by De Guzman to implement the order were department of public services chief, Ret. Col. Carlos Baltazar, market chief Efleda Castro and city administrator Jesus Mari Marzan, who served notice to the operators of the Asuncion Market in Divisoria to cease operations until further notice.

Baltazar said the city government could not take over the said market owing to a pending court case between its owner and Councilor Dennis Alcoreza who has been operating it.

It was learned that Alcoreza and the owner of the market are in a tug-of-war over its ownership.

According to Baltazar, the operation of the market under Alcoreza is illegal, since it is not backed by the necessary franchise and has not been paying the city its dues.

Marzan, meanwhile, said that the some 200 stall holders peddling their wares in the said market have been paying Alcoreza fees ranging from P100 to P200 a day.

Divisoria Malls violate fire code

A surprise inspection of the 168 Mall and Divisoria Mall Thursday by the Bureau of Fire Protection (BFP), led by agency director Enrique Linsangan and National Capital Region director Pablito Cordeta, discovered that both buildings could be death traps in case of fire.

Among the fire code violations noted were very narrow pathways lined with store items, crowded stalls, and the absence of fire exit signs, Linsangan said.

The sprinkler systems of both stores were also covered with boxes, and other fire emergency signs were not luminous enough. There was also no first aid and fire protection equipment found in both malls, Linsangan said.

“With the Christmas season drawing closer and many of our people [coming] to the malls, we are conducting this fire evaluation and inspection thoroughly. Even the smallest fire safety violation shall be checked considering [that] what [is] at stake here is the safety of our people. Remember that in case a fire breaks outs, the people should be out of the building within three to four minutes,” Linsangan said.

Apart from surprise inspections, the BFP is also conducting seminars and an information campaign to educate people and owners of business establishments on what to do in case of fire.

Anti-narcotics agents arrested a boat man for allegedly trying to deliver at least 100 kilograms of marijuana at the Manila International Container Port (MICP) in Tondo, Manila, Friday night.

Police identified the suspect as Lino Sabino, 48. The suspect’s companion, Raul Molina, was hurt after a shootout with policemen.

The policemen were checking an informant’s tip about a marijuana shipment at the MICP when they spotted Sabino around 6 p.m.

When accosted by policemen, Sabino and his companion tried to escape with the marijuana shipment.

Maynilad cleared by DOH in Tondo food poisoning

A Health department official has cleared Maynilad Water Services Inc. in the food poisoning incident in Tondo, Manila early this week.

One hundred and twelve students from the Jose Corazon de Jesus Elementary School experienced diarrhea, vomiting and nausea after eating mais con yelo, egg sandwiches and hotdogs supplied the school’s canteen.

Dr. Eric Tayag, head of the National Epidemiology Center of the Department of Health cleared the water concessionaire after laboratory tests conducted by Maynilad’s Central Laboratory and the Manila Health Department showed that the water supply of the school, the canteen, and supplier of the ice used in the mais con yelo were negative for any kind of bacteria and had residual chlorine well above the 1 mg/liter standard for drinking water.

While health officials have found that the food poisoning was caused by salmonella bacteria, the source of the bacteria could not yet be determined.

Mr. Tayag said food poisoning may be caused either by contaminated food or water or poor hygiene. Meanwhile, Maynilad Water assured the public that its water is safe and clean.

Central Laboratory head Teresita Mancera said regular sampling of the water in Tondo and other parts of its West Zone concession has confirmed the continued potability and safety of its water, with residual chlorine within the Philippine Standards for Drinking Water.

Food Poisoning possibly caused by egg sandwiches

Salmonella could have caused the suspected food poisoning of 112 pupils of the Jose Corazon de Jesus Elementary School in Tondo, Manila.

Dr. Eric Tayag, chief of the Department of Health’s National Epidemiology Center, said this was the initial finding of the department.

Tayag said salmonella enteritidis was found in stools of the children who had diarrhea and threw up some 12 hours after eating canteen food.

“Salmonella is usually found in contaminated eggs, and the canteen served scrambled egg sandwiches,” Tayag said in a text message to Inquirer. But he stressed the investigation was not yet over.

The children were confined at the Jose Reyes Memorial Medical Center and the San Lazaro Hospital a day or two after eating egg sandwiches, hotdogs and mais con yelo (corn kernels in milk) prepared by their canteen on Friday.

School principal Trinidad Galang said only two students remained in the hospital.

Dr. Yolanda Oliveros, director of the National Center for Disease Prevention and Control, said 18 out of 30 samples tested positive for salmonella contamination.

Galang welcomed the DOH investigation that is looking into the school’s supplies of eggs, ice and bread.

“They also got water samples from our faucets twice. It was explained to me that salmonella could be present in food and water,” she told the Inquirer.

Galang said their canteen, which would remain closed until the DOH has completed its investigation, followed sanitary requirements, adding that she personally monitored its operations that day.

Some of the students treated for amoebiasis and gastroenteritis, she said, already had “heavy bacteria” contamination, indicating that the infection could have been caused by food or water from their own homes.

The DOH obtained water samples from areas near Canal de la Reina Regente, where Galang said some pupils lived.

She added the incident should serve as a reminder to everyone, especially parents, to be careful in handling food and beverage.

Meanwhile, Maynilad Water Services Inc. said Thursday it was cleared by the DOH in the food poisoning incident.

The company said laboratory tests conducted by its central laboratory and the Manila health department showed that the school’s water supply was negative for any kind of bacteria.

It added that the water was also found to have “residual chlorine well above the 1.00 mg/liter standard for drinking water.”

Maynilad said it regularly conducted sampling of its water in over 800 points to make sure its water was safe.
